Notice of the General Office of the Ministry of Housing and Urban-Rural Development on the implementation of the "Regulations on the Safety Management of Sub-projects with Higher Risks"

Departments of Housing and Urban-Rural Development of various provinces and autonomous regions, Beijing Housing and Urban-Rural Development Committee, Tianjin Urban-Rural Construction Committee, Shanghai Housing-Rural Construction Management Committee, Chongqing Urban-Rural Construction Committee, Xinjiang Production and Construction Corps Housing Urban-Rural Construction Bureau:

In order to implement the “Regulations on the Safety Management of Sub-Sections with Higher Risks” (Decree No. 37 of the Ministry of Housing and Urban-Rural Development of the People's Republic of China), further strengthen and standardize the sub-sectors with higher risks in housing construction and municipal infrastructure projects ( (Hereinafter referred to as the Dangerous Project) safety management, related issues are now notified as follows:

I. About the scope of dangerous projects

See Appendix 1 for the scope of critical projects. See Annex 2 for the scope of critical projects exceeding a certain scale.

2. About the content of the special construction plan

The main contents of the special construction plan of a critical project shall include:

(1) Project Overview: Overview and characteristics of critical projects, construction layout, construction requirements and technical guarantee conditions;

(2) Compilation basis: relevant laws, regulations, regulatory documents, standards, specifications and design documents for construction drawings, construction organization design, etc .;

(3) Construction plan: including construction progress plan, material and equipment plan;

(4) Construction process technology: technical parameters, process flow, construction method, operation requirements, inspection requirements, etc .;

(5) Construction safety guarantee measures: organization of safeguard measures, technical measures, monitoring and monitoring measures, etc .;

(6) Construction management and operation personnel allocation and division of labor: construction management personnel, full-time safety production management personnel, special operations personnel, other operating personnel, etc .;

(7) Acceptance requirements: acceptance standards, acceptance procedures, acceptance contents, inspectors, etc .;

(8) emergency measures;

(9) Calculation book and related construction drawings.

Participants of the expert demonstration meeting

Participants in the expert demonstration meeting of the special construction scheme for critical large projects exceeding a certain scale should include:

(1) experts;

(2) the person in charge of the project of the construction unit;

(3) the person in charge of project technology and related personnel of the relevant survey and design unit;

(4) technical leaders of the general contractor and subcontracting units or professional technical personnel authorized by the project, project leaders, project technical leaders, special construction plan preparation personnel, project full-time safety production management personnel and related personnel;

(5) Supervising project manager and professional supervision engineer of the supervision unit.

Fourth, the content of expert demonstration

For the special construction plan of critical large-scale projects exceeding a certain scale, the main content of expert demonstration should include:

(1) Whether the content of the special construction plan is complete and feasible;

(2) Whether the special construction plan calculation book, the basis for checking calculations, and the construction drawings conform to relevant standards and specifications;

(3) Whether the special construction plan meets the actual conditions on the site and can ensure construction safety.

V. Modification of special construction plan

If the construction plan of a major project exceeding a certain scale is verified by an expert and the conclusion is "passed", the construction unit may refer to the expert's opinion to modify and improve it on its own; if the conclusion is "passed after modification", the expert opinion shall specify the specific amendments. Modifications shall be made in accordance with the opinions of the experts, and the relevant review and examination procedures shall be implemented before the amendments shall be notified to the experts in a timely manner.

6. About monitoring program content

The main contents of the monitoring plan for a critical project for third party monitoring should include the project overview, monitoring basis, monitoring content, monitoring methods, personnel and equipment, measurement point arrangement and protection, monitoring frequency, early warning standards, and reporting of monitoring results.

Seven, about acceptance personnel

The acceptance personnel of dangerous projects shall include:

(1) Technical leaders of the general contractor and subcontracting units or professional technical personnel authorized by the project, project leaders, project technical leaders, special construction plan preparation staff, full-time safety production management staff and related personnel;

(2) the chief engineer and professional supervision engineer of the project of the supervision unit;

(3) Project technical person in charge of the relevant survey, design and monitoring unit.

About expert conditions

The experts in the expert bank established by the competent department of housing urban and rural construction of local people's governments at or above the city level must have the following basic conditions:

(1) Honest and trustworthy, decent work style, and academic rigor;

(2) Engaged in relevant professional work for more than 15 years or have rich professional experience;

(3) Have senior professional and technical titles.

Nine, on the management of expert database

The competent authorities of housing, urban and rural construction of local people's governments at or above the district level should strengthen the management of experts in the expert bank, and regularly publish the performance of the experts to the society, and record the experts' inadequate performance of their demonstrative duties and job dereliction of duty in the bad credit records. Dangerous sub-project scope

I. Foundation pit engineering

(1) Excavation, support and precipitation works for excavation of foundation pits (grooves) with a depth exceeding 3m (including 3m).

(2) Although the excavation depth does not exceed 3m, the geological conditions, surrounding environment and underground pipelines are complicated, or earthwork excavation, support, and precipitation works that affect the safety of adjacent pits (slots) of buildings and structures.

Formwork engineering and support system

(1) Various tool-type formwork projects: including slip-form, climbing-form, flying-form, tunnel-form and other projects.

(2) Concrete formwork support engineering: erection height of 5m and above, or erection span of 10m and above, or total construction load (design value of basic combination of load effects, hereinafter referred to as design value) 10kN / m2 and above, or concentrated line load ( (Design value) 15kN / m and above, or a concrete formwork support project with a height greater than the horizontal projection width and relatively independent and unconnected components.

(3) Load-bearing support system: It is used for full-frame support systems such as steel structure installation.

3. Lifting and hoisting machinery installation and disassembly engineering

(1) Hoisting and lifting projects using unconventional lifting equipment and methods, with a single piece lifting weight of 10kN and above.

(2) Installation works using lifting appliances.

(3) Lifting machinery installation and disassembly works.

Fourth, scaffolding project

(1) Erection of floor-type steel pipe scaffolding with a height of 24m and above (including lighting shaft and elevator shaft scaffolding).

(2) Attachment lifting scaffolding project.

(3) Cantilever scaffolding project.

(4) Working baskets at height.

(5) Unloading platform and operation platform engineering.

(6) Project of special-shaped scaffolding.

V. Demolition works

Demolition works that may affect the safety of pedestrians, transportation, power facilities, communication facilities or other buildings and structures.

6. Excavation works

Tunnels and tunnels constructed by mining method, shield method and pipe jacking method.

Seven other

(1) Installation of building curtain wall.

(2) Installation of steel structure, grid frame and cable-membrane structure.

(3) Manual digging pile project.

(4) Underwater operations.

(5) Installation works of prefabricated concrete building components.

(6) The use of new technologies, new processes, new materials and new equipment may affect the safety of project construction, and there are no sub-projects of national, industrial and local technical standards.

Annex 2

Sub-projects with a greater risk than a certain scale

I. Deep Foundation Pit Engineering

Earthwork excavation, support and precipitation for excavation of foundation pits (grooves) with a depth exceeding 5m (including 5m).

Formwork engineering and support system

(1) Various tool-type formwork projects: including slip-form, climbing-form, flying-form, tunnel-form and other projects.

(2) Concrete formwork support works: erection height of 8m and above, or erection span of 18m and above, or total construction load (design value) of 15kN / m2 and above, or concentrated line load (design value) of 20kN / m and above.

(3) Load-bearing support system: It is used for full-frame support systems such as steel structure installation, and can bear a single point concentrated load of 7kN and above.

3. Lifting and hoisting machinery installation and disassembly engineering

(1) Hoisting and lifting projects using unconventional lifting equipment and methods, with a single piece lifting weight of 100kN and above.

(2) Lifting machinery installation and dismantling works with a lifting weight of 300kN and above, or a total height of 200m and above, or a base elevation of 200m and above.

Fourth, scaffolding project

(1) Erection of floor-type steel pipe scaffolding with a height of 50m and above.

(2) Attachable lifting scaffolding project or attached lifting operation platform project with a lifting height of 150m and above.

(3) Cantilevered scaffolding with a height of 20m and above for the segmented frame.

V. Demolition works

(1) Demolition of special buildings and structures that are liable to cause the spread of toxic and harmful gases (liquid) or dust, and flammable and explosive accidents during the demolition of wharves, bridges, overheads, chimneys, water towers, or demolition.

(2) Demolition works within the influence scope of cultural relics protection buildings, outstanding historical buildings or historical and cultural features.

6. Excavation works

Tunnels and tunnels constructed by mining method, shield method and pipe jacking method.

Seven other

(1) Installation of building curtain wall with construction height of 50m and above.

(2) Steel structure installation projects with a span of 36m or more, or network frame and cable membrane structure installation projects with a span of 60m or more.

(3) Artificial digging piles with excavation depth of 16m and above.

(4) Underwater operations.

(5) Construction techniques for overall lifting, translation, and rotation of large structures with a weight of 1000 kN and above.

(6) The use of new technologies, new processes, new materials and new equipment may affect the safety of project construction, and there are no sub-projects of national, industrial and local technical standards.
